You say “teenager” to associate a 19 year old with 13 and 14 years olds in a bid to try and make them seem more related, they are not. A 19 year old has MUCH more in common with a 28 year old, then they do a 13 year old.

People are also always mentally and socially developing, it’s a weird thing to say, even a 28 year old is still mentally and socially developing.
