Is breast growth determined by testosterone levels and that's why most flat trans women only get it in the first 3 months when you still have some t? Do I need to raise my t to feminize?

All the flat trans women I have interacted with say that they only got breast growth in the first 3 months of HRT. During this time most trans women still have some testosterone in them, so I am guessing that a little bit of testosterone is needed for breast growth.
